The team work with Investors to secure new business developments into the county, maximising opportunities for contribution from the wider Advance group.

Job Descriptions and Person Specifications
Job title: Development Surveyor
Reports to: Head of Developments
Location: Wansbeck Workspace and other locations as part of role.
Role Purpose:
• To lead development projects from inception to completion, including identifying opportunities, undertaking appraisals, securing occupiers, and coordinating the full project team through all governance gateways.
• To support the Head of Developments in the delivery of Advance Northumberland’s commercial development and investment projects as set out within the ten-year commercial development and investment programme ensuring projects are delivered on time and on budget.
• To support the Head of Strategic Investments in the creation and maintenance of an ambitious, well-structured and deliverable ten-year commercial development and investment programme for Advance Northumberland, ensuring that the programme aligns with the aims and objectives of the Board and Executive Leadership Team.
• To contribute to the organisation’s commercial objectives by supporting land and property acquisitions, disposals, leasing and letting activity across the development portfolio.
• To provide market insight, financial analysis and strategic input that strengthens programme planning, investment decision‑making and portfolio performance.
Duties and Responsibilities:
1. Site Identification & Feasibility
• Support the search for new development opportunities including land, regeneration and mixed-use schemes.
• Undertake feasibility assessments, constraints reviews, and commission initial development capacity studies.
• Prepare outline appraisals to assess viability, risk, and sensitivities.
• Assist in preparing recommendations for pipeline additions.
2. Development Appraisals & Financial Modelling
• Produce detailed development appraisals including costs, revenues, programme and risk allowances.
• Update appraisals as projects evolve and maintain accurate financial tracking.
• Assist in preparing business cases for approval at internal governance gateways.
3. Buying and selling, leasing and letting
• Support land and property acquisitions and disposals, including due diligence, valuation input and the coordination of agents and legal advisors.
• Assist with leasing and letting activity, helping prepare assets for market, engaging with prospective occupiers and supporting negotiation of commercial terms.
• Prepare financial assessments to inform buy/sell/lease decisions and ensure alignment with strategic, commercial and viability objectives.
• Maintain accurate transaction records and contribute to internal approval processes for acquisitions, disposals and leasing activities.
4. Planning & Design Coordination
• Assist in managing the planning process and the commissioning of surveys, reports, and consultant input.
• Coordinate architects, planners, engineers, and other consultants to support design development. • Review drawings and technical information for consistency with strategy and viability.
• Track planning conditions, obligations and approvals.
5. Project Delivery Support
• Support the Head of Developments in managing consultants, contractors and project managers.
• Monitor delivery against programme, budget, quality and risk.
• Review monthly progress reports, valuations, change notices and claims.
• Assist with procurement processes, tender reviews and contract administration tasks.
6. Stakeholder Management
• Work collaboratively with internal teams including projects, finance, commercial, sustainability and legal.
• Liaise with local authorities, statutory consultees, consultants and community stakeholders.
• Support public consultation and engagement activities.
7. Governance, Reporting & Administration
•Prepare reports, presentations and papers for internal approval boards and gateway reviews.
• Maintain organised project files, risk logs, procurement records and governance documentation.
• Track KPIs, milestones and financial performance against plan. 8. Compliance, Risk & Quality Assurance
• Ensure compliance with building safety, planning requirements, technical standards and sustainability policies.
• Support risk identification, assessment and mitigation throughout the project lifecycle.
• Promote health and safety awareness across design and delivery phases. Customer Due Diligence Under regulation 27 of the Money Laundering, Terrorist Financing and Transfer of funds regulations 2017, Advance Northumberland is required to carry out Customer Due Diligence. As part of your role, you must therefore:
• Analyse transactions to identify any suspicious patterns that could indicate potential money laundering
• Adhere to Anti-money laundering (AML) regulations and guidelines, ensuring the implementation of AML policies, procedures and controls.
• Implement internal controls to mitigate AML risks, taking a risk-based approach to transactions. • Raise concerns in a timely manner to your line manager or head of department
• Attend all AML training both in person and on-line, ensuring understanding of the importance of prevention. Generic Requirements for all colleagues

THE ROLE
Development Surveyor
Salary: £40,000 - £48,000 depending on experience
Reporting to the Head of Developments, you will:
• lead development projects from inception to completion, including identifying opportunities, undertaking appraisals, securing occupiers, and coordinating the full project team through all governance gateways.
• Support the Head of Developments in the delivery of Advance Northumberland’s commercial development and investment projects as set out within the ten-year commercial development and investment programme, ensuring projects are delivered on time and on budget.
